It may be the easiest. Maybe.

But it does some really crappy things. Like pages where
when published, it turns all the text into graphics. That's
their easy shortcut for making styled text, but it makes
for unsearcheable pages with unselectable text and way
slower loading than necessary.

There are vastly better web page design tools out there,
some of them very inexpensive.

Okay, butting in here...

The complaint you register re turning text into graphics could, quite
fairly, be levied against the initial iWeb release (the one that came
with iLife06). That was one of many reasons I tried it out and rejected
it, although I didn't hesitate to recommend it to people I knew who
were, and would remain, absolutely clueless about creating,
maintaining, and publishing a website. For them, it was the only
solution I could recommend that didn't confuse them. If you don't have
any acquaintances or relatives who fall into that category, you
probably have a very small family and circle of acquaintances who would
ask you for technical advice.

However, the iWeb version that is part of iLife08 doesn't suffer from
that particular piece of egregious behavior and a number of my other
objections were likewise rendered moot. While it is still far from my
tool of choice for creating and maintaining "serious" sites, I now
consider it adequate enough for a few basic tasks, such as maintaining
my blog (which is now dead-simple to publish on .mac and probably on
its successor, .me).

There's another reason I don't like it. .mac is an overpriced ripoff.
