Can you rephrase your question? Are you saying that you want to be notified by the operating system when a device is plugged in? What is your operating system? Also, what do you mean by:And if this device found give me "true " , if not found give me " false"Does this mean that you're doing some sort of initial scan? Please explain in more detail what you're trying to accomplish.
