There have been reports of firms that have. Open Systems Resources will
do it for a driver that is part of a tool that helps driver writers.
There were also reports of firms that were going to do this for a fee, who
discovered that the insurance would cost more than telling the dev to go
get the cert himself.

Each end user must hit F8 on boot and say "disable driver signature enforcement".

Or sign with a test cert, and then tell end users to set testsigning on
