With FP open I cannot see my photo gallery when in the DESIGN mode but they
are there when I go to PREVIEW???? Therefore I can't add pictures. What am
I doing wrong?

Did you open the site / web in FP first, then open the page with the Photo Gallery?

Yes. Open, closed several times and still nothing but "viewer.swf".

FP doesn't use/create .swf files, so you need to use the application that created the .swf file.
