i am not able to resize and image in Picture manager, why?

One of our users is also having similar problem, she could not change the
contrast. Later I found out, her login to Windows XP is as a Power User/User
only instead of Administrator. I login as Administrator (or have
Administrator right), I am able to do editing.

My problem is that how can I make my users be able to edit the picture using
Picture Mangaer withour having to give them Administrator rights.

Are the user/profile and computer name the same?
