Raw data set looks like (compressed):

DT Temp Seq
08:00:01 27 2
08:00:02 29 2
08:00:03 31 3
08:00:04 33 3
08:00:05 35 4
08:00:06 32 2
08:00:07 31 3
08:00:08 32 3
08:00:09 34 4

The result set I want looks like:
08:00:05 25 4
08:00:09 25 4

How about a table with some test data and expected outcome(s)?? Not quite
following the verbal description, and test data with outcomes would allow
for proper solution development.
