Weird - I can't find the 'password' option in the personal screen - just a
'lock' option.
Maybe something to do with T-mobile?

The Lock option in your setting sis the way to enable/disable it. Please
remeber that your system administrator (in an Exchange environment) can
block your access to it.

That's the same applet- it was renamed "lock" on recent devices (WM5 and
up?)
