If you want help with an error, people are much more likely to be
able to suggest something if you copy the entire error message and
paste it into your post. It helps, too, to pick the right newsgroup
to post in; the one you chose deals exclusively with Windows Live
Mail. Please remember to mention the versions of your OS and the
programs you're having problems with; the answer may be different
for different versions.

Yes, there are limits to the number of messages you can send with
Hotmail, but they vary from account to account. There are limits to
the number of addressees (perhaps 50) and to the number of messages
per day.
