The feature has been added by sendmail.org in sendmail-8.14.0

You may consider/try using FEATURE(`anfi/require_rdns') provided at
http://open-sendmail.sourceforge.net/
It requires adding one file [ anfi/require_rdns.m4 ] to cf/feature
directory [ /usr/share/sendmail-cf/feature in your case ] and no other
patching/recompiling before recompiling modified sendmail.mc
[ into sendmail.cf ].

P.S.
require_rdns provided by sendmail.org always does the test after all
other RBL tests unlike anfi/require_rdns.
