If I wanted to spread some speakers around a small
room so that I could kind of make one be drums and
another lead and another bass, etc (really bassoon,
cello and keyboard : -) ... Can I do this?

Sort of like assign an instrument to one track of a surround
system, no?

You should be able to do it with Sonar as long as you have a soundcard with
multiple outputs.

At work, we've got a round room with 30 Genelec 1030A monitors around the
edge completely surrounding the monitoring position. We route 15 synths to
make a midi orchestra simulation. Works great. All hardware though. We use a
Mackie d8b console.
