I'm asking this on behalf of a colleagues' daughter - she has one of
these dongles, but access to certain sites throws up a restriction
message, and they're not able to view the site at all.

This affects a wide range of predominently social networking sites
like youtube / facebook.

Has anyone come across this before, and is it something that they can
enable by contacting t-mobile, or is it a permanently crippled service
they offer ?

Tell the account holder of the dongle to log in to "My T-Mobile" on the
T-Mobile web site and set "Content Lock" to "removed".
Step by step,
Goto www.t-mobile.co.uk
log in to My T-Mobile
select the number associated with the dongle at the top of the page
click on "Phone settings & call features" in the "My Phone" box at the
bottom right of the page
in the "Content Lock" box, again at the bottom right of the page, change
"applied" to "removed" and click the "Set" button.
