I received an email about a month ago -- the sender (who I know) must have
done something wrong because I received 91 of that same email. Since that
day, I have received about 30 of that same email. I tried to block the
sender, create a "rule" for that email, and nothing works.

Could be that the problem is on his end of things. If he (or a server) is
sending the items, you'll receive the items.
