I have a computer that will not automatically install Windows updates. The
computer is waiting for user input before updates will be installed. this
computer gets its updates from WSUS. I notice that the BITS service is not
turned on at all. I have set the BITS service to automatic, but for some
reason it reverts back to manual. Is there a way to resolve this issue?

Is the user an Administrator or in the Administrators group? When you
shutdown the computer, do you see "Install updates and shutdown" option?
