Neither Windows XP's desktop or taskbar have scrollbars. So in WHAT
*application* are you asking for help? Maybe that app is complying with
whatever theme you elected to use for Windows, so try a different theme. In
the past, I have seen (but never bothered to use) theme editors. PC Mag had
one (which is still free although they got chintzy and started charging for
access to their downloads area) and, I think, X-Teq let you make edits to
various objects (but don't recall that you could save the changes as .theme
file, only static changes to the existing theme). Both went beyond the
simple adjustments made available through the applets available in Windows.

I bet you are using a laptop, as I had the same request about a year ago. I
also found that the light blue text used with so many web pages is difficult
to read.

I seem to recall that I hit a wall and ended up tweaking my display
properties with modest results.

Control Panel > Display > Settings (tab) > Advanced (button)
