Go to the Hardware Monitor page in the BIOS setup screens.

Is one of the cooling fans running at too low RPMs ?

Is one of the power supply voltages an abnormal value ?

The hardware monitor checks these things, and the BIOS
will stop if a problem is detected. The F1 prompt
appears, to ask you to check the BIOS screens.
