Get a problem here, According to some test requirement. if data is "out of
service"(for example go into elevator where there is no signal), device
should not drop the data call, if the signal is coming back in 30 seconds,
the data call should be continued.

I modify the registry key to set AlwaysOn to 1,
and set HKEY_LOCAL_MACHINE\Drivers\BuiltIn\RIL\TimeoutDTRDrop to 30000, the
data call is still dropped immediately there is no signal.

Any clue about this?
