WMM v 2.1.4026 I can't seem to find a way to edit effects. especially
fade in from black, fade out to black. the duration says 2 seconds but
seems more like 1. it's way too fast, makes videos look hokey. I tried
the advanced>duration tab in settings "Default Duration" but that
doesn't work. Is there a way to edit an effect? (not transition)

No, you can't edit the built-in effects. You can create or use custom
effects but in your case it's easiest to add a plain black image to the
project, make it as long as you want in duration, and overlap it with the
clip you want to fade to or from black.The amount of overlap will be the
time it takes to fade.
