Last time I checked, it was 30 papers per month, or something like
that.

No. You have access only to the publications relevant to the
societies in which you belong. In the past that was very narrowly
restricted, but now it's a bit better. On the xplore website I
clicked on What can I access? and got the following:

Note that other publications that are often of interest to me, e.g.,
Information Theory, Instrumentation, Broadcast, etc., are not
available without also joining those societies. I used to belong to
the Information Theory society as well, but couldn't justify
maintaining three society memberships (since I pay for it myself).
The only reason I'm still a member of SPS is Rick's Tips and Tricks
column, but it's getting harder to justify.
