Hey Scum-Sucking Pig,

The links you have provided don't prove anything nor do they solve the
OPs problem namely "Int. Explorer black toolbars"

Have you lost your brain?

Through the first link(or links from it) I saw a couple of different posts
about the ATI HotKey Poller causing the problem and to fix it by disabling
it in MSconfig. I thought this had started for me after updating the display
drivers for my ATI graghics card and it kind of looked like an overlay
problem. Not wanting to fix it in MSconfig I disabled it in My Computer>
Manage>Services. After reruning IE8 several time it went back to putty or
whatever color it's supposed to be and has remained that way. YMMV
Especially if you don't have ATI(AMD) graghics.
