Is the user account disabled? If it is, assign the SELF user
"Associated External Access" rights on the mailbox and then try moving
it again.

If that doesn't work the first time, remove the AEA right and then
reassign it. If you're using the ADUC to do this make sure you close
the property page of the user between each change.
