I found this on another forum and it worked well for me on 3 different
PC's

-HKey_Local_Machine\Software\Microsoft\Windows\CurrentVersion\Run\OptionalComponents\MSFS.

Only when I gave the group 'Everyone' full permissions on folders
IMAIL, MAPI and MSFS did the update succeed. Now run the .exe for the
file. Hope this helps someone. -
