Over the last few weeks incoming emails are being labeled as Spam, even
though they make it through to my in box. Many of these are from people in
my address book or previously been added to my Safe Senders List. As far as
I know I've not made any changes in the preferences other than adding those
senders to my Safe Senders List.

Outlook diverts mail it decides is spam to a spam folder without adding any

Outlook never labels messages. You have a third-party antispam program doing
that, either on your PC or on your mail provider's server. Consult the
documentation for your antispam tool or see the mail provider's help pages for
information on how to control the filter.

I have turned off the spam feature in my Norton 360 program but messages are
still coming in as **spam**message title. Not sure where else to look for
something causing this but I will contact norton. Maybe there is a hidden
plug in on Outlook causing the problem?

Ask I already said, that may be being added by your mail service provider.
Check their web site.
