I was having the same problem - any attempt to move messages into my
existing PST (or a freshly created PST, for that matter) would result in
"Cannot move the items. You don't have appropriate permissions to
perform this operation."

Found reg key
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\PST\PSTDisableGrow
- changed value from 1 to 0 - was then able to move messages into PST
folders.
