That file shouldn't be in the root, that's for sure. Perhaps you connected this computer to the internet before you had a working firewall installed and it is compromised? I would very suspicious of the security of the PC. Perhaps flatten it and reload clean and get the firewall and security software installed before connecting to the internet.
