Open a form in design view and go to the Arrange tab.
Turn on the icon for rulers.

Oh, you star!!! THANK YOU!

And the 2 s's in "disappeared" in the Subject was a typo. I can spell it,
as can be seen in the message part. I am highly embarrassed by that as I was
born with a spelling ability.

That is most likely the result of turning off the ruler on forms. Turn it
back on and you should see the full set of tools.
