Its a good question, and I think the answer depends on the operating
system - possibly even the version of the operating system. I recall having
a PC which ran windows fine and it was only when I tried to install Linux on
it that I discovered that the CD was a slave with no master, because the
install of Linux I had wouldn't allow a slave without a master.

To the OP, the other option is can you add a master device if your OS won't
allow a slave without one?

There is little point trying to view it in Windows if the BIOS won't detect
it. Try it (i.) with a different cable (like Pen has suggested) and (ii.)
try it in a different PC. In my experience it not showing up in the BIOS is
an indication of faulty hardware, so in your case the cable, the HD, the
cable not seated propertly or possibly the power to the HD (if it spins up
when you power on then power isn't the problem.)
