He'd give credit to himself for running the fastest relative to the
ground.

He could also say that his win was because the other runners had a
negative velocity (ie they moved further and further behind him during
the race)

And he could say that the earth was moving the fastest relative to him
than relative to the other runners.

There's lots of ways of describing the race from different frames of
reference.
