Then I would recommend download binaries from here:

http://www.garbagecollect.jp/ruby/mswin32/en/download/release.html

And follow instructions from here:

http://www.garbagecollect.jp/ruby/mswin32/en/documents/install.html

Try locate the specific versions of these components and get it
working.
