Here's the thing:

Lets say they could, using the meager amount of energy that they have at
their disposal, create a black hole or gravitational singularity that the
entire earth would "fall" into like a huge mudslide.

That would be a MASSIVE violation of the laws of conservation of energy.
You're saying that with a trivial investment of energy, you could produce
a device that would return the energy of the earth falling into such a
gravitational well.

Now, there has NEVER been any indication that the law of conservation of
energy could be violated. None. Not even in theory. And there is good
reason to believe it CAN'T be violated; it would mean the universe isn't
closed, time could move backwards, entropy would become a meaningless
concept, and so on.

So, let's not worry about this.

Beams are already accelerated till 1180 GeV. Collisions can be
performed in any of next days.
The probability that you will be killed by CERN under these collisions
is about 30%.
