An update for this thread and the Sharepoint Upgrade white paper that is
floating around the net.

Following the installation of Windows Sharepoint Services 3.0 you must
install Sharepoint Services service pack 1 before attempting to
Configure Windows SharePoint Services Product and Technologies. The
hotfix KB 93470, the initial fix for this problem, is no longer
available for 32-bit configurations. The service pack contains the
required updates. This step is essential if you are
installing/upgrading SBS 2003.
