(How can I be sure the program works thru Vista & 7 when we don't have a PC

If you are a developer then you should be testing your software using
Virtual PC, VMWare or similar.

You can download a trial version of Windows 2008 Server and install it in a
VM.

Virtual PC: Free, but only supports 32 Bits guests, can run on 32 or 64 Bits

To add to the Pile, my preferred "Virtualizer" is VirtualBox:

There's an OpenSource-edition, but also a (free for
personal use) closedsource one (the closed-source
Version with enhanced USB-support and other
"goodies").

It can work against VMWare-Disks natively and
the performance is also great (somewhat better
even than VMWare-Server) - new version 3.1.4
was released just a few days ago...
