Is there a way of specifying the start and finish points of a clip you want
to edit to reduce any unwanted footage to the bare minimum?

Is there a way of specifying the length of the clip Movie Maker divides the
import into - it seems to vary wildly from a few seconds to several tens of
seconds.

In timeline view drag the Playback Indicator to
the point you want the video to begin or end and
type Ctrl+L to split it...then you can right click the
unwanted portion and delete it from the timeline...

If you uncheck, "Create clips for video files" on
the Import File screen you can import the complete
movie and do your own splitting.
