I could counter with:
Why assume what the user may/may not know?

They may have actually realized what they needed to do next. They may click
on the message that pops up and read what it tells them they can do/explore
their options on their own. There may be no further Q&A.

The answer that was 'accepted' (or better yet - 'acknowledged') by the OP
was: "It can be turned off completely through Control Panel>Security Center
but not something I would recommend."

I wouldn't call that detailed and there are some users who will not know how
to get to the control panel - not to mention that even done in this manner,
one would still have to "Change the way Security Center alerts me" and
nothing like that was mentioned in the accepted/acknowledged answer. ;-)

Bear in mind that the date and time you see in your newsreader is
*your* date and time, not the sender's. So it doesn't matter where he
is.
