We have built a WinCE device that needs to communicate with a PC
through USB, but we do not want to require ActiveSync.
We have a Windows program that runs on the PC, but the WinCE device
will never have Contacts or anything like that.
It currently works only if ActiveSync is installed and running.

Because you have built the device, I suggest asking in a group for
folks who use Platform Builder. I don't use it, but I'm quite sure the
following groups are relevant:
microsoft.public.windowsce.platbuilder
microsoft.public.windowsce.embedded
Someone there may know how to modify the device to use some
communication method other than RAPI (the communication method that
comes with and is used by ActiveSync).

You might be able to use tcp/ip.
