I think you best choice would be WMV.

Many formats are reportedly compatible with
Movie Maker but the most reliable choices are:

Photos - bmp
Video - wmv or dv-avi
Music - wma, wav, wmv

Bear in mind there are many types of AVI files
and DV-AVI is one of those types.

The following utility can identify the various .avi
codecs:

I converted fast all my avi's to wmv's.
