I have IIS7 with all of the latest service packs and etc. I have about
20 web sites, each with their own discrete IP address, running on the
server.

I added a 600-byte app_offline.htm file to a site. The site is still
fully browsable by web clients. Then I tried it on several other sites
and the app_offline is not working and seems to haev no effect.

Is there a configuration/switch that should be set for this to work? I
have used app_offline on other servers without issue.

This is not an IIS feature, but an ASP.NET v2.0 feature...

Are the pages all ASP.NET? Are you using v2.0 (or a different version?)
