Sure, create your vm, boot off your Ghost floppy or CD, and dump the
image into VPC.
Your expanded image must be less than 127GB though.

When I do that there is a error message A destination volume could not
be locked as it is in use by another process.

More details needed here, where/when is the error occuring? Making an
image, dumping an image, etc? Are you trying to do a disk to disk
copy, partition to partition, file to disk?
