I have a document in Word 2003 and the footer is quite large. How do I size
it down?

What is it that is too large?
The space occupied by the footer? - change it in Page setup.
The font size of the text it contains? - modify the footer paragraph style
to use a smaller font size.
Do you have any empty paragraphs in the footer? - Remove them
