I just patched and upgraded a PC to SP2 yesterday and began
experiencing exactly the same problem whenever I attempt to use any
explorer-based function like the Printers window, Control Panel, etc.
It doesn't occur when in Safe Mode, so I suspect that either a
program or running spyware is the culprit. Did you ever find a
solution. I'd appreciate your help.

Suspect the spyware problem, use these:

Adaware www.lavasoft.de
Spybot www.safer-networking.org

This one can help you avoid these programs from being installed in the first
place:
