nothing wrong with it on this router, what do all the other routers configs
look like?

try to enable the logging in buffer and add the line "deny ip any any
log" in the end of every ACL. Then look "sh logg". Probably ACLs deny
OSPF.

the (network 172.20.12.0 0.0.0.255 area 0)
