Yes, because the items are in an Exchange mailbox, they are still
accessible from the dumpster. When you download items with a pop3
client, you are essentially hard-deleting the items as they are
removed from the inbox.

You're going to want to use Outlook for this. Not OWA or OE.

You dont have an Outlook client?

In OWA 2003, it was pretty easy to recover a hard-deleted item from
the inbox via OWA, but not sure about OWA 2007 if that is possible
anymore.
