Nice going. The most likely candidate for the issue in the first place
is the installed antivirus software.
Don't know what's installed on your system but, recommend it be
temp disabled when installing any subsequent security updates for any
..NET runtimes.
REENABLE it after any required restart that finishes the installation
process.
