I would like to add several different types of dates to my Outlook.hol ~ and
have them show up in different colors. Ex. school days off in red, payroll
in yellow, etc. Is there a way to put hex color codes into the Outlook.hol
file? Or in another file?

There is no way to specify color in a holiday file. You can specify events in
a CSV file and include the category field containing values corresponding to
the color categories you have defined. Categories are specific to each
person, so supplying a category thats, say, red for you doesn't guarantee
anyone else will even have that same category, let only color it red.
