Yes I forgot to mention I tryed several times.....several dates.....did not

I doubt that Ccleaner caused your problem; more likely you have something
else corrupting your system. A repair installation may not work for you.

You can make an XP disc with SP3 by slipstreaming:

If you have anti-virus, anti-malware, etc. installed, disable them,
reboot, and try system restore again. Some, Norton in particular, will
prevent system restore from working.
