Is this a bug?

When i have a rule created in Office Outlook which says that specific new
incomming messages should be marked as read, it will still show the little
'new mail' icon in the bottom left of the windows taskbar.

No.

For some (most?) versios of Outlook, this is normal. The process that
displays the new mail icon executes before the process that runs rules and
the process that runs rules does not know if the icon is there or not.
