I cannot receive e mails from my yahoo or ebay account but I can receive
other mails coming from hotmail.

If you use a free Yahoo.com address, you cannot use Outlook to receive
messages to that address. Yahoo doesn't allow it. Who knows if eBay
even provides a mail service. I sure don't. I suspect not. Some time
spent searching eBay's help pages seems to support this conjecture.
