Running Windows 2008 server and have added delegated users to the
Group Policy Creator Owners group. From their Windows XP
workstations, they are launching the Group Policy Management Console
but run into the following problem:

When they try to create a new group policy object, they get so far as
to name the object. The app then hangs and eventually errors out with
a "The system cannot find the path specified." error message.

Domain admins get the same error when trying to create a new object
from their Windows XP workstations.

Any suggestions?

Running against a windows 2008 server they should be using RSAT tools from
Vista or Windows7.
