Does anyone out there know if there is a way to determine if a user enabled
Out of Office on a particular date in the past? Does Exchange or Outlook log
this information?

Unfortunately no. Exchange server may have a log up to a few days but no more. Outlook has no log file to track the use of The Out of Office Assistant.

Only way i can think of is you had a copy of the OOA reply and kept it documented.
