Good afternoon, Almost the same scenario except the people DO have authoring
capability for the website where the file will be (on the webserver). How
could I set it up so they could edit the excel file and it update on the web?

You don't update the Excel file online in the server
-You open the site in FP, Export the Excel file, edit it, and the copy it back to the FP site
