What is the installed security software (antivirus/security suite, popup and cookie blocker) and are any 3rd party toolbars installed (Google, etc) ? Suggest you delete IE's Temporary Internet Files and flush all Cookies. Then see if the system can search for updates at Windows Update. FWIW, there's another thread with the same error code, 0x80090008, on this newsgroup. It's not a common error, that I do know.
